Archive of data for the maps in support of the Council Recommendation on a coordinated approach to travel measures in the EU
The downloadable data files contain an archive of the data on which the maps requested in the Council Recommendation on a coordinated approach to the restriction of free movement in response to the COVID-19 pandemic were based. All maps published from October 2020 until July 2022 are available below.
From 16 October 2020 until 1 February 2022, ECDC published every Thursday a set of maps to comply with the Council Recommendation on a coordinated approach to the restriction of free movement in response to the COVID-19 pandemic, adopted on 13 October 2020.
These were based on the following three indicators:
- 14-day cumulative COVID-19 case notification rate per 100 000 population
- test positivity rate
- testing rate per 100 000 population.
Colour coding and thresholds:
- Green, if the 14-day cumulative COVID-19 case notification rate is less than 25 and the test positivity rate of tests for COVID-19 infection is less than 4%;
- Orange, if the 14-day cumulative COVID-19 case notification rate is less than 50 but the test positivity rate of tests for COVID-19 infection is 4% or more, or, if the 14‐day cumulative COVID-19 case notification rate ranges from 25 to 150 but the test positivity rate of tests for COVID-19 infection is less than 4%
- Red, if the 14-day cumulative COVID-19 case notification rate is 50 or more and the test positivity rate of tests for COVID-19 infection is 4% or more, or if the 14-day cumulative COVID-19 case notification rate is more than 150 per 100 000 population
- Grey, if not sufficient information is available to assess the criteria in points (a) to (c) or if the testing rate is 300 or less COVID-19 tests for infection per 100 000 population.
After a revision of the Council Recommendation was adopted by EU Member States on 25 January 2022 and came into effect on 1 February 2022, the Council has requested that ECDC classify EEU/EEA Member States according to an indicator based on the 14-day notification rate, weighted by the vaccine uptake of the region.
Formula for the revised indicator:
Weighted rate = (C+C*(100-V)/100)/2
Where C is the 14-day case notification rate in the specific region and V is the vaccine uptake in the region
Colour coding and thresholds:
- Green, if the weighted rate is less than 40;
- Orange, if the weighted rate is less than 100 but 40 or more;
- Red, if the weighted rate is less than 300 but 100 or more;
- Dark red, if the weighted rate is 300 or more;
- Dark grey, if the testing rate is 600 or less;
- Grey, if insufficient data is available.
The maps were based on data reported by EU Member States to The European Surveillance System (TESSy) database by 23:59 every Tuesday.
